When it comes to behavioral health, rural residents have the same needs as those in urban environments but far fewer resources. That’s why the cities of Clovis, Portales, the village of Fort Sumner, – along with Curry, De Baca, Quay, Roosevelt, and Union counties – pooled their resources in 2021 to do something about it.
The result: a feasibility study that laid out exactly how service gaps are affecting people’s lives and what an ideal behavioral health solution would look like, feel like, and cost.

Denver-based consulting firm Initium Health, which specializes in finding solutions through community input, led the study from January to June, 2022. It included:
Really bad.
Sheer distance is a big part of the problem. If a patient at a local hospital is referred to a specialized center, that automatically means a drive of 1.5 to 5 hours. Many families can’t afford to make that trip on a regular basis. And you can imagine what a strain it puts on a local ambulance corps to be regularly providing 10-hour round trips.
Consider a patient in crisis who arrives at the ER at Roosevelt General Hospital in Portales. Of 120 behavioral health transfers out of Roosevelt General in 2021 with a known location, about a third went to Mesilla Valley Hospital in Las Cruces. That’s 4.5 hours away.
Other patients are traveling even farther, across the state line to Texas.
Now the patient is isolated from friends and family who could be visiting and providing support. Treating people this way is bad medicine and bad economics.
Behavioral health facilities are 1 ½ to 5 hours’ drive from local hospitals, creating many challenges in accessing care. As a result, many residents do not get the care they need.
Facilities accessed by behavioral health patients at Roosevelt General Hospital emergency room in 2021. Of 120 behavioral health transfers in 2021 with a known location, approximately ⅓ were admitted to Mesilla Valley Hos
After all this input and analysis, Initium unveiled its recommendation: a state-of-the-art facility, centrally located to provide world-class inpatient and outpatient care. We believe eastern New Mexico can enjoy behavioral healthcare that rivals what’s available anywhere in the country.
According to our findings and community input, the new center should:
If you participated in the fact-finding study, thank you. If not, don’t worry, we still want to hear from you! We’re talking about a big project with a big impact and we need to know everybody’s been heard.
